Why college cutoffs change between years.
A cutoff is the outcome of a particular counselling cycle. Movement is not a simple measure of whether a college became better or worse.
Seat supply and programme structure change
New branches, revised intake, supernumerary seats and programme renaming can change the set of candidates competing in one row.
Candidate preferences move together
A new programme at one institute can affect closing ranks elsewhere. Exam difficulty does not translate mechanically into admission rank movement because ranks already express relative performance.

Counselling rules and rounds matter
