State of eligibility determines the relevant quota

Use Home State only when the institute falls under your JoSAA state-of-eligibility rules. For another NIT, Other State is normally the relevant comparison.

Keep category and pool fixed

After choosing HS or OS, compare the same category and gender pool. Changing two dimensions at once makes it impossible to know which rule caused the difference.
